I'm never gonna be able to use Rachel ever again without hearing anything from this thread.
by the way: 9 is more than 8(Sturm). 9 is more than 2(Drake). 9 is more than 4(hawke).

Annnd again, it really just comes down to the size of the board and the terrain. Also, what if there's few cities or airports or seaports? Then Rachel's repairing abilities are completely useless. Firepower? That's useful in any scenario.

Great, I actually used her in tandem with Hawke once, and she just kept dropping the power bar so I could use Hawke's SCOP TWICE before they got their tag up!

Rachel has to pay for that extra 1HP heal. That money could be put to use on new units. In that sense, she sort of has a weakness, but so do a lot of AWDS COs. Her CO Power is also pretty useless overall (a simple attack boost would be more efficient and useful). Covering Fire is really all she has going for her and honestly, I prefer straight-up mass damaging COs like Hawke or Olaf since they hit more units and overall do more damage. I will admit that paying the extra money for the extra repairs isn't much of an issue on pre-deployed, however.
AW2 Sturm (I assume that's the one we're talking about), on the other hand, has a day-to-day attack and defence boost and unhindered movement in clear and rainy weather. He can strike first with superior power. Yes, Meteor Strike takes longer to charge and does less damage overall, but it also gives a bigger stat boost on top of what Sturm gets by default.
In short, Rachel's SCOP is annoying, but not that great. Sturm is rightfully feared as the final boss of AW2.

Agreed. I have trouble facing Rachel, but I had even more trouble facing Sturm. But the metagames of both games are different. (Look at how Grit's tier ranking changed from top tier to low tier.) Sturm could kill Rachel with ease in the AW2 metagame, and he could do no less in AW:DS, since his 150/150 stats trump Rachel easily.
