Sturm has all units at 1.2/1.2 for no penalty, his units can move through anything for free, giving recons their full EIGHT MOVEMENT on plains. He has no CO power, But his SCOP does 8 damage in 1 square!
Rachel has all units at 1.0/1.0 for no penalty, her CO power is so insignificant it might as well not be there, But her SCOP makes 3 missiles that do 3 damage. if all 3 missiles hit 1 unit, it'll do NINE damage. that's more than sturm, plus her missiles could hit more units, because the missile is diamond-shaped, not square-shaped.
Looking at this, who's more powerful? Captain Snifit, or the girl with a missile silo that serves her hand and foot, and never runs out of missiles? By the way, that's not her power bar you see, it's her boredom bar. When it fills up, she gets bored and lets off 3 missiles. The explosions and death make her happy, thereby emptying the boredom bar. If she wanted to, she could have a missile fire every day, she's just too nice for that. If black hole had made a Clone Rachel, we'd all be doomed.

After reading this, I'll never look at rachel the same way again. She's stronger than Chuck Norris! He uses roundhouse kicks, she RAINS FIERY DEATH FROM THE SKY!

Up till now, I'd always thought of Rachel as a useful, "works with anyone" character. I'll never look at her the same again. Seriously, if a sequel to Dual Strike is ever made, we'd better all hope and pray we never have to face a full powered Rachel without some serious tactical advantages.
P.S: The idea of a Boredom Bar is classic. I want one!

Let's not also forget that Sturm's units become stronger when he uses his Meteor Pull, and Rachel gets that "luck bonus" that Nell has to her attack power.
I'd like to say Sturm though, because of the no movement penalty. In forests that can make a really huge difference, so I'm going to chalk it up to the terrain making the deciding factor.

Oh don't get me wrong, I -like- Hawke more then lots of other CO's. I actually think his theme is the most sinister sounding of all of them, plus his powers kick major butt!

I don't think you quite understand, shadowsoul. It isn't that Hawke isn't powerful in his own way, but that Rachel has no real weakness, can repair and refuel troops faster, and can call on THREE FREAKING MISSILES every time she uses her SCOP.

Isn't Hawke's power a heal AND hurt combination though? Plus there's no guarantee that all three of those missiles will hit in the same place: they'll hit the most expensive groups of units on the field, not -every- unit on the field. If they hit the same targets it's probably poor planning on one commander, or it's a small map anyway.

Yep, heal and hurt. Which generally negates a majority of Rachel's power. True, she has no weakness, but the only 'weakness' Hawke has is that he takes slightly longer to build up CO power. Which, whatever you may think, is actually an advantage, especially against Rachel. Do you know the quote:"Whoever laughs last laughs best?" That comes into play here, because after the SCOP of Rachel, she has the advantage for a couple of turns before Hawke turns it around and shreds her armies, especially as he has a 20 bonus to his attack.
